Updated Federal Guidance on Foster Care and Education

What’s new: The U.S. Department of Education and the U.S. Department of Health and Human Services issued updated non-regulatory guidance on the education of children and youth in foster care, replacing the 2016 guidance.

Why it matters: Children and youth in foster care face tremendous educational barriers as a result of their mobility and adverse experiences. The updated federal guidance provides much needed clarity on how state and local educational agencies and child welfare agencies can implement federal requirements to ensure educational stability and access for students in foster care.
