Who Qualifies for the Fee Exemptions?
Virginia defines “homeless youth” as: A child or youth lacking a fixed, regular, and adequate nighttime residence, including unaccompanied youths not in the physical custody of a parent, who:
- Share housing with others due to loss of housing, economic hardship, or similar reasons;
- Live in motels, hotels, trailer parks, or campgrounds due to the lack of adequate alternatives, or in emergency or transitional shelters, or are abandoned in hospitals;
- Reside in public or private places not intended for regular sleeping, such as cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations, or similar locations;
- Are migratory children, as defined by the federal Elementary and Secondary Education Act.
