Delays in setting up transportation to the school of origin would make that enrollment not immediate. The district must provide immediate enrollment, including transportation to the school of origin. If the district is using a yellow school bus for transportation, and there is a lag time to reroute the bus, then the district must put other services in place in the meantime. This could include public transportation, ride share, taxis, etc.
